The ECA is in charge of reviewing the EU’s annual accounts, revenue collection, commitments and payments. Its annual report, presented to the European Parliament and the Council, forms the basis of the "discharge" procedure by which Parliament confirms that the Commission (and the other institutions) have correctly discharged their financial management responsibility.

The European Commission is formally responsible for the management of the whole of the EU budget, according to the Treaties. However, 76% of the budget is in fact managed in partnership with the Member States, in so-called "shared management". This covers in particular the Common Agricultural Policy and the Structural Funds.

The Commission's accounting system has been a widely discussed subject in past years. Since 2005, the Commission has put in place a new, accrual accounting system based on international public sector accounting standards.

The event:

23 October at 7pm: Presentation to the members of the European Parliament's Budgetary Control Committee (COCOBU), in Strasbourg, of the European Court of Auditors' new Annual Report on the 2005 budget by President Hubert Weber in the presence of COCOBU Chairman, Mr Szabolcs Fazakas and Commission Vice-President Siim Kallas.
