Presentation of the 2010 work programme
Vítor Caldeira , President of the European Court of Auditors, today presented the ECA's 2010 work programme to the Committee on Budgetary Control of the European Parliament at its meeting in Brussels. The work programme provides an overview of the Court's planned work and output for 2010. It highlights the Court's audit priorities for 2010, in accordance with the Court's Audit Strategy for the period 2009-2012.
" The Union continues to feel the ongoing effects of the economic and financial crisis, and is facing a period that is challenging its economic governance. At this time the EU institutions are undergoing a period of renewal. We now have a new Parliament, a new Treaty and a new Commission. These developments will bring with them a number of opportunities for improving the financial management of the EU.
The 2010 work programme of the Court includes many tasks relevant to helping the principal actors responsible for the management and supervision of EU funds to seize these opportunities for change", says Mr Caldeira.
The Court regularly reviews its audit priorities in order to make the most effective use of its resources. As regards the 2010 work programme the specific priorities identified by the Court include:

-The multi-annual nature of much expenditure, including flat-rate corrections and recoveries,
-
-Innovation and the internal market,
-
-Human capital,
-
-Sustainable energy,
-
-and the Commission’s strategy for simplifying the regulatory framework for business and citizens.
For its audit of the 2009 financial year the Court will further develop its examination of the multi-annual nature of spending, again paying particular attention to recoveries, repayments and corrections.
In addition to the annual reports on the implementation of the EU budget and on the European Development Funds, and to 40 specific annual reports on agencies and other EU bodies, the Court aims to publish 20 special reports, including reports relating to the key priorities for 2010, on topics such as the Clearance of accounts procedure, Recoveries under the Common Agricultural Policy, Research infrastructures, the mobility measure of the Leonardo da Vinci programme, and the Commission's impact assessment system, a key part of its policy to deliver Better Regulation.
The Lisbon Treaty has reaffirmed the role and mandate of the Court as the independent, external audit institution of the EU. The Court therefore looks forward to continuing to help the EU to seize the opportunity to reform and improve its financial management. At the same time it aims to widen the range of its audit-based products during the period 2009 to 2012. This will be achieved in consultation with key external stakeholders to ensure that there is a clear understanding of their diverse needs and how the Court can best meet their expectations while fulfilling its Treaty mandate.
