Target Group
The workshop should be of particular interest to those involved in implementing PPP in the transport sector, such as policy makers, public officials, academics and the private sector in EU Member States, candidate countries and beyond. It should also be of interest to officials in EU institutions and other European organisations.
Description
Transport is a key sector for the future use of PPP in Europe, in particular because of the need to implement the Trans-European Networks for Transport (TEN-T) as a key component of the internal market. This practitioners’ workshop aims to present and assess the current role of public-private partnerships in modernising EU infrastructure and delivering public services in the transport sector and their potential future role in doing so. It will draw on examples from different sub-sectors (such as rail, road and urban transport) both to identify sub-sectoral good practice and to explore horizontal issues such as demand forecasting, risk allocation, planning and procurement of cross-border schemes, and the integration of environmental issues into PPP planning. It will also highlight the current and possible future role of EU structural and cohesion funds and the TEN-T Executive Agency in supporting this process. Participants attending this workshop will receive a copy of ‘Public-Private Partnerships (PPP) - A Decision Maker’s Guide’ by Michael Burnett as part of the workshop documentation.
Learning Methodology
The workshop will include presentations and discussions of experience with PPP, both at European level and in different Member States. The style of the workshop will be interactive to ensure the widest possible exchange of experiences and perspectives.
Objectives
The objective of the workshop is to provide practical experience in the process of planning and procuring PPP in the transport sector.
Dit onderzoeksinstituut streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en aanbieden van uiteenlopende hoogwaardige diensten zoals lespakketten. Het instituut wil wetenschappelijke kennis en praktische 'know-how' met elkaar verbinden. Het European Institute for Public Administration (EIPA) bestaat al meer dan 25 jaar.
