Target Group
This intensive three-day training course is designed for public officials, staff of international organisations, NGOs, universities, project managers, desk officers and interested parties involved in EC-funded programmes and projects.The course is also relevant for the managing authorities (at national, regional or another level) which receive support from the Structural Funds to inform potential beneficiaries, select the projects and generally monitor implementation of the programs.
Description
The course is an introduction to the Project Cycle Management (PCM).
PCM is the standard procedure to carry out programmes and projects. It is the official tool required by the European Commission and many bilateral donors.
The seminar will introduce the Results-Based Management (RBM) and its application in project management.
The course explains PCM approach focusing on theoretical and practical analysis of all project phases, including some technical hints such us preparing a working plan, budget, executive projects and identifying partners, design, implement a proper project, monitoring and an evaluation system.
The topics are divided as follows to facilitate the interaction between participants:

1.Planning projects: Logical Framework Approach, the basic tool for project development.

2.Programming activities: working plan and budget

3.Project acquisition: funding opportunities and application procedures
-
4.Practical Guide to Contract procedures for European Commission External Actions: basic rules and procedures

5.Selection criteria and succesfull examples of approved projects
6.Managing the contractual relationships during the contract lifecycle.
Participants will follow the whole evolution of the project cycle and have the opportunity to get first-hand knowledge of the necessary tools through practical exercises.
Learning Methodology
The tutorial, based on the EC Project Cycle Management Guidelines, will be a combination of theoretical explanations and practical exercises. Every step will be explained with examples of approved proposals and discussed in working groups and question and answer sessions.
Objective
The course is a technical guide aimed to allow participants to gain analytical and practical skills on project cycle management. At the end of the tutorial the participants will be able to follow the entire cycle of the project from the application procedures to the project implementation, delivery and monitoring.
Dit onderzoeksinstituut streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en aanbieden van uiteenlopende hoogwaardige diensten zoals lespakketten. Het instituut wil wetenschappelijke kennis en praktische 'know-how' met elkaar verbinden. Het European Institute for Public Administration (EIPA) bestaat al meer dan 25 jaar.
