ORGANISATIONAL CONTEXT

The Approvals and Standardisation Directorate is responsible for ensuring that the standards in aviation safety,

as established by the Basic Regulation and its Implementing Rules are properly, uniformly and consistently

implemented and maintained by the National Aviation Authorities (NAAs) of the Member States of the EASA system

(see articles 24, 54 and 55 of the Basic Regulation). This role involves the performance of standardisation

inspections of the NAAs. In addition, the Directorate also focuses on the approval and oversight of organisations for

design, production, and continuing airworthiness, within the scope of Article 20 of the Basic Regulation. The

Approvals and Standardisation Directorate also provides technical training, which is essential to achieve overall

consistency and high standards, and has furthermore been tasked with the management and coordination of the

Community SAFA programme. With the first extension of the Basic Regulation, the scope of the standardisation

activities has been extended to Operations (OPS), Flight Crew Licensing (FCL) and Flight Simulation Training Devices

(FSTD). The Directorate will also be responsible for approving Training Organisations and AeMCs, as well as issuing authorisations to third country operators.

A second extension of the Basic Regulation widens the scope of standardisation activities to the areas of Air Traffic

Management/Air Navigation Services (ATM/ANS) and also Aerodromes.

The

Flight Crew Licensing (FCL) Standardisation Team Leader - Aviation Medicine and FCL

Standardisation Team Leader - Aircrew report currently to the Manager of the Flight Crew Licensing

Standardisation Section.

The job holders will in particular be responsible for (common responsibilities for both profiles):

Coordinating with the other Directorates of the Agency and relevant organisations when preparing

standardisation activities;

Leading or being part of the teams established for the inspections of States under his/her responsibilities, in

accordance with the Agency's procedures;

Conducting briefings/debriefings with competent authorities and the inspection team on the respective

standardisation;

Analysing inspection findings and maintaining a finding follow-up database highlighting main areas of concern;

Reviewing and proposing the validation of corrective action plans established by Member States while ensuring

the exchange of best practices within the Agency and with competent authorities;

Assisting and advising his/her manager in the definition and issuance of related procedures and work plans;

Assisting and advising competent authorities with respect to the implementation of regulations, when necessary;

Supporting the Rulemaking Directorate of the Agency in line with established Agency procedures.

Specific responsibilities for Standardisation Team Leader ­ Aviation Medicine:

Conducting efficient standardisation inspections according to the provisions of the EASA Basic Regulation and its implementing rules in the area of Aviation Medicine.

Specific responsibilities for Standardisation Team Leader ­ Aircrew:

Conducting efficient standardisation inspections according to the provisions of the EASA Basic Regulation and its

implementing rules in the area of Aircrew Regulation.

PROFESSIONAL QUALIFICATIONS AND OTHER

REQUIREMENTS

A. ELIGIBILITY CRITERIA

To be considered eligible, candidates must satisfy all the eligibility criteria by the deadline for submitting

applications, as specified in this vacancy notice:

At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtained the university

degree, at least 9 years of professional experience*1

At least a level of education which corresponds to completed university studies attested by a diploma when the

normal period of university education is three years and, after having obtained the university degree, at least

10 years of professional experience;

OR

Where justified in the interest of the service, professional training of an equivalent level, in a relevant technical

domain and, after having completed the professional training, at least the professional experience indicated in

the table below:

another language of the Communities to the extent necessary for the performance of the duties;

Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland;

Have fulfilled any obligations imposed by the applicable laws on military service;

Meet the character requirements for the duties involved;

B. SPECIFIC COMPETENCES AND SKILLS

All eligible applications, according to the afore-mentioned criteria (part A), will be assessed and scored

against the requirements listed below. Please note that non-compliance with at least one of the

essential requirements will result in the exclusion of the candidate from the selection process.

Advantageous requirements constitute additional assets and will not result in exclusion, if not fulfilled.

    Essential requirements for both profiles

Proven experience of working relations with National Aviation Authorities or of safety oversight within these authorities or International Aviation Organisations;

Sound knowledge of applicable regulations related to aviation safety in the field of Aviation Medicine or

Aircrew as shown by training or professional experience;

Knowledge of quality assurance principles, and of ISO standards demonstrated by experience or professional

training;

Ability to use office automation equipment and contemporary standard computer software;

Good command of both spoken and written English.

1.1 Additional essential requirements for STL ­ Aviation Medicine

Be licensed and qualified in Medicine and hold a medical specialisation recognised in the EU.

1.2 Additional essential requirements for STL ­ Aircrew

Proven professional background in at least one of the following fields: pilot training, approval and oversight

of Flight Training Organisations, theoretical knowledge examinations, flight crew licensing general;

Knowledge of European regulations related to aviation safety in the field of Flight Crew Licensing.

Proven experience as leader or member of aviation safety oversight teams;

Proven experience of work in an international environment;

Good knowledge of States' obligations in relation to the EU aviation safety regulations proven by

experience;

Good knowledge of one or more Member States' organisations operating in the domains quoted in this job

description proven by experience.

2.1 Additional advantageous for Standardisation Team Leader ­ Aviation medicine

Proven professional experience in the domain of Aviation Medicine.

2.2 Additional advantageous for Standardisation Team Leader ­ Aircrew

Proven experience in the domain of Air Operations;

Previous experience as a commercial or air transport pilot;

Proven experience as an authorised flight inspector and or flight instructor;

Proven experience as a Quality Manager;

Proven experience in developing, analysing and preparing manuals and procedures inside NAAs, training

organisation or airlines;

Proven experience as expert in FSTD or FNPT.
