Ministers will prepare the European Council meeting scheduled for 13-14 December and in particular discuss the draft conclusions to be submitted to the EU heads of state or government.
The Council will continue its work on the Cohesion Policy legislative package for 2014-2020 The purpose of cohesion policy is to reduce disparities between the levels of development of the EU's various regions. The Council has already agreed four partial general approaches on different elements of the package, pending the outcome of the negotiations on the multi-annual financial framework for 2014-2020.
The Council will also address the issue of the statute of the Court of Justice of the European Union, as regards the proposal to increase the number of judges.
The Commission will present its annual growth survey, which launches the start of the 2013 European Semester exercise, i.e., the cycle of annual monitoring of economic policies and structural reforms.
The Council is due to adopt conclusions on enlargement and the stabilisation and association process. It is also expected to adopt EU common positions for the accession conference with Iceland.
Finally, the Council will be called upon to endorse the 18-month programme of the three forthcoming Council presidencies (Ireland, Lithuania and Greece).
Presidency briefing, agenda and background note will be published on the Council website closer to the date of the meeting.
De raadsformatie Algemene Zaken bestaat doorgaans uit de ministers van buitenlandse zaken van de lidstaten van de Europese Unie. De Raad Algemene Zaken vergadert elke maand. De Raad AZ behandelt onderwerpen die meer dan één beleidsterrein raken, bijvoorbeeld onderhandelingen over uitbreiding, de voorbereiding van de meerjarenbegroting en institutionele en administratieve zaken.
Deze raad bereidt - samen met de vaste voorzitter van de Europese Raad en de Europese Commissie - de bijeenkomsten van de Europese Raad voor. De raad is verantwoordelijk voor het afhandelen van dossiers die door de Europese Raad worden toevertrouwd. Deze raad draagt ook zorg voor de samenhang en continuïteit van de andere raadsformaties.
