Target group

The seminar is intended for policy-makers and public officials from the EU Member States, candidate countries, European institutions and organisations. The seminar should also be of interest to industry and service providers, as well as to academics, lawyers and other persons working in this field.

Description

On 20 December 2011 the European Commission published its legislative proposals for the modernisation of the European public procurement regime. This seminar will explain and analyse the proposed new rules which will replace the current procurement legislation (the Classic Directive 2004/18/EC and the Utilities Directive 2004/17/EC) and will also examine the new legislative proposal for a directive concerning the award of concessions contracts. Furthermore, a revised Government Procurement Agreement (GPA) is underway, as negotiations to expand market access were concluded on 15 December 2011 and the Commission may come forward with a new instrument in order to improve symmetry in market access to third countries procurement markets.

Method

There will be a series of presentations from public officials and other experts, followed by discussions. Participants will be encouraged to interact and exchange views.

Objectives

The objective of this seminar is to provide a comprehensive overview of the current procurement reform. The specific proposals will be examined from various perspectives by representatives from the European Commission, the point of view of a Member State and industry. This seminar will provide a unique platform for the participants to share and exchange their views regarding the procurement modernisation.

Dit onderzoeksinstituut streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en aanbieden van uiteenlopende hoogwaardige diensten zoals lespakketten. Het instituut wil wetenschappelijke kennis en praktische 'know-how' met elkaar verbinden.
