Target group
Civil servants and staff of European Union institutions and agencies working in the personnel and legal services and responsible for civil service issues. Members of trade unions or professional organisations of the EU. Lawyers specialising in EU civil service litigation. National experts on civil service. Staff of international organisations (other than the EU) responsible for personnel matters.
Description
The entry into force of the latest Staff Regulations of Public Officials of the European Union coincided with the establishment of the European Union Civil Service Tribunal (TFP). More than five years later, it is time to take stock and consider the prospects. With well over a hundred cases a year, for nearly 35 000 staff of the EU institutions, the TFP not only deals with issues related to labour relations per se (pay, career, recruitment and disciplinary measures), but also with the social security system (sickness, pension, disability, accidents at work, family allowances). It also has jurisdiction in disputes between all bodies or agencies and their personnel, for which jurisdiction is granted to the Court of Justice of the European Union (including disputes between Europol, the OHIM or the EIB and their agents)
Learning methodology
A combination of conventional presentations and question and answer sessions; at the end there will be a workshop on a topic chosen from amongst those put forward by participants before the start of the seminar.
Objectives
The objective is two-fold. On the one hand, the seminar aims to inform participants of recent developments in the case law of the Civil Service Tribunal and to deepen their understanding on particular issues of litigation of the EU civil service, notably those that are topical. On the other hand, the seminar will allow for debate and critical assessment of this case law among the principal actors concerned, namely judges, lawyers and staff of institutions.
Dit onderzoeksinstituut streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en aanbieden van uiteenlopende hoogwaardige diensten zoals lespakketten. Het instituut wil wetenschappelijke kennis en praktische 'know-how' met elkaar verbinden. Het European Institute for Public Administration (EIPA) bestaat al meer dan 25 jaar.
