The European Insurance and Occupational Pensions Authority (EIOPA)

is currently inviting applications for a position as Principal Expert on External Relations for its Headquarters in Frankfurt, Germany.

EIOPA is at the heart of insurance and occupational pensions supervision in the European Union. It is part of the European System of Financial Supervision, consisting of three European Supervisory Authorities and the European Systemic Risk Board. EIOPA is an independent advisory body to the European Parliament, the Council of the European Union and the European Commission.

EIOPA's core responsibilities are to support the stability of the financial system, transparency of markets and financial products as well as the protection of insurance policyholders, pension scheme members and their beneficiaries. The successful candidate will join EIOPA at its starting phase. EIOPA has a friendly, close5knit office of international staff, located at prestigious premises in Frankfurt.

Principal Expert on External Relations

Job description

Major purpose The successful candidate will build and maintain EIOPA's external relations with a wide and diverse range of institutions and individuals such as the EU institutions, non5EU governments and the chairs of EIOPA's stakeholder groups. The successful candidate will be part of the Policy Unit and coordinate the External Relations Team, within that Unit.

Main responsibilities

· Be responsible for EIOPA staff's contribution to the assessment of equivalence between the Solvency II Framework and the insurance framework in other countries.

· Be responsible for the development and maintenance of EIOPA's external relations with EU bodies, representatives of third

countries and key international bodies dealing with insurance and pensions.

· Be responsible for EIOPA's relations with its two Stakeholder

Groups: insurance and reinsurance, and occupational pensions.

· Coordinate the work and performance of the External Relations Team, including recruitment and appraisal, whenever appropriate.

· Take on board any other relevant responsibilities as appropriate.

REQUIREMENTS

Eligibility Criteria

· Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language

of the Communities;

· Be a national of a Member State of the European Union, Norway, Iceland or Liechtenstein;

· Be entitled to his or her full rights as a citizen;

· Have fulfilled any obligations imposed by the applicable laws on military service;

· Be physically fit to perform the duties linked to the post.

Essential Skills

· Qualification:

  • a) 
    a level of education which corresponds to completed university studies, when the normal period of university education is four years or more; or
  • b) 
    a level of education which corresponds to completed university studies, and appropriate professional experience of at least one year, when the normal period of university education is at least three years.

· Have at least 12 years of proven full5time professional experience in a field relevant for this position acquired after the qualification required under a) or b) above, of which at least 3 years in a similar position, preferably in a multicultural environment.

· Proven experience of liaising, negotiating and resolving issues with stakeholders at high level in the financial sector.

· Proven experience of coordinating a team.

· Very good project management skills.

· Excellent communication and interpersonal skills.

· Excellent command of oral and written English.

· Working knowledge of MS Office, in particular Word, Excel and PowerPoint.

Desirable Skills

· Proven experience and knowledge of the insurance and/or occupational pensions sectors.

· Good knowledge of the European and International Regulatory Frameworks for insurance and/or pensions.

· Very good knowledge of the EU institutions and international institutions in the fields of insurance and pensions.

· Knowledge of a third EU language.

Temporary Agent fixed5term contract of three years with possibility of extension.

*Summary of Conditions of Employment

    Salaries are exempted from national tax, instead a Community

tax is paid at source;

    Annual leave entitlement of two days per calendar month plus additional days for grade, distance from the place of origin and in addition on average 15 EIOPA holidays per year;
