Target group

The seminar is suitable for officials from central ministries and/or other authorities dealing with transport issues and managers of public enterprises who are be involved in the formulation and implementation of transport state aid schemes. The seminar is also open to managers of private enterprises that may receive aid in this field.

Description

The European Institute of Public Administration (EIPA) would like to announce a new seminar on State Aid in the Transport Sector. The seminar aims to give participants a comprehensive understanding of the concept of state aid and public service compensation in the transport sector. It explains the European Commission’s approach to state aid cases in this sector and familiarises public officials with experiences in various Member States. It analyses in detail recent issues and identifies potential problems.

Learning methodology

A mixture of training tools is used, such as lectures, case analyses and discussions with the speakers.

EIPA, which is organising and hosting the seminar, has extensive experience and a well-established track record in this kind of professional training activities. The seminar forms part of the work and research of the Institute in the broader area of competition policy.

Objectives

This 2-day seminar reviews the objectives of and developments in the transport sector and considers the application of the principles of EU state aid law and the relationship to public procurement. This is followed by in-depth assessment of specific state aid issues, e.g. the application of the Altmark ruling (specified by BUPA judgement) in transport, the Regulation 1370/2007 and recent experiences from its application, including as well a study on the way of its implementation, the concept of internal operator, the guidelines of the Commission on state aid to railway undertakings (including its proposal of the “4. Railway Package”). Also the application of the market economy investor principle (MEIP) and the infrastructure funding in the aviation sector as well as in the maritime transport sector will be discussed. Furthermore, there will be expert presentations on national experiences in transport funding.

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen. Het instituut wil wetenschappelijke kennis en praktische 'know–how' met elkaar verbinden. EIPA bestaat al meer dan 35 jaar.

Het hoofdkantoor van EIPA is gevestigd in Maastricht en heeft dependances in Luxemburg en Barcelona. Gemiddeld nemen 14.000 nationale en Europese ambtenaren per jaar deel aan de trainingen. Daarnaast biedt EIPA ook consultancy, onderzoek en op maat gemaakte programma’s/trainingen aan. Bij EIPA werken circa 120 hoogopgeleide medewerkers.
